Could be leaf miners...or a lot of things. Depends on if those brown spots turn into holes. Best wishes in figuring it out!! (I'm about 5,000 miles away, so don't have a clue about what goes on in the garden where you are.)
Aphids possibly. Give them a spritz with water mixed with a drop of dish soap.
