Perhaps these cats are looking for any mice that might live under those bushes, or perhaps they are seeking their own safety under the bushes? Your photo caught them at just the right moment.
The black cat is the lookout, the orange cat is the distraction, and the one under the green is the getaway driver. This is clearly a well-oiled operation.
