When you see this you know you are in Berlin. Around 1961 developed as a pedestrian light by a traffic expert from the GDR ( Karl Peglau) . When the GDR went into Germany and they wanted to replace all the pedestrian lights by the usual types in western Germany there was such a commotion that they decided to continue using these "Ampelmann" figures. It's hard to break old habits.
