Here in some pedestrain parts bikes are allowed. Like in... drive slowly, yet people speed dangerously fast by - until one day we have such a sign you just showed...

And of course there must be violators of the rules.
Perhaps the bike rider is an American? We are mono-lingual. Bike riders should be responsible to not endanger pedestrians.
