I am sorry to say but it are mostly drunken English.
And they still won't take the hint.

Peeing in the street must be a consequence of drinking too much beer. High tourist numbers do bring problems.
Tourists are not being respectful. Dublin is really bad in that regard too.
I must admit that I go a bit crazy about guys peeing out in public spaces. I have been known to make some remarks especially if it is on my property!
