The artist Daan Roosegaarde had the idea to lay a layer of waving light on 2 meters above your head at the museum square in amsterdam.
It depicted the sea level if we did nothing instead of all protective measures to stop the water
So looking up to the sky you see the underside of the north sea level instead of the sky.
It was a stunning effect well executed but over now. It was just for 3 days.
