The first photo of not asked is so candid. I usually ask if I want to do a facial close up. And I also explain they might end up my blog for all to see. Most people say yes.
I rarely ask people on the street for permission to photograph them, but then I don't often take pictures of people. I like the more "natural" candid shots where my subjects are unaware of what I'm doing. But I also try not to invade people's privacy. It is a fine line.

I guess it depends upon the situation. There are many times when asking would spoil the shot and miss the moment. Nice post.
