Other people's music is a constant source of tension in our everyday lives. It's in subways and buses, and cars riding through quiet neighborhoods. Sometimes it's the guy in the car next to you when you're stuck in traffic. Never thought about boats in the canals of Amsterdam, but I guess it's only logical that it would be tempting for the same kinds of people to blast their personal soundtracks here as well.
I have never seen such a sign before. Makes sense though.
